Heroin is less polar than morphine since the --OH groups in morphine have been replaced by esters. Since "like dissolves like", heroin will dissolve in the non-polar environment of the central nervous system and also pass the blood --brain barrier. Thus heroin will affect these systems more than morphine. Making heroin is highly illegal!
