Ralph Smith: Confronting the Issue of Persistent Poverty

Ralph Smith, Annie E. Casey Foundation: In order to build a robust, bipartisan consensus around this issue, we will have to really examine the costs of addressing persistent poverty; how poverty affects our ability to compete in the global economy; and how it affects our ability to ensure domestic security. On September 12, 2012, the day the Census poverty report was released, the Center on Children and Families at Brookings held its tenth annual briefing to discuss the new figures on poverty and income and their implications for families and policymakers.
