Isabel Sawhill: Spending on Social Security, Medicare and Medicaid has grown so rapidly that it is crowding out spending on programs that help working-age and low-income Americans and their children. On September 12, 2012, the day the Census poverty report was released, the Center on Children and Families at Brookings held its tenth annual briefing to discuss the new figures on poverty and income and their implications for families and policymakers.
