Daniel Byman: The situation in Syria is at a standstill: the government is too weak to win and the opposition is too weak to overthrow the government. On May 16, in advance of the G-8 and NATO summits at Camp David and in Chicago, the Managing Global Order project at Brookings hosted Michael Froman, assistant to the president of the United States and deputy national security adviser for international economic affairs at the National Security Council and the National Economic Council, for an overview of the summits' key issues.
