Before Birth and Up Through Third Grade

Learning doesn't start at age 5 or even age 3. It starts in the womb. Science shows that to build a foundation for school success, policies should ensure that children are immersed in environments that support their social and cognitive growth, from those very first months. But we cannot stop there. The path to success has to include smart reforms to children's formal education experiences too -- including those in pre-k and elementary schools, continuing up through third grade.
