To begin, open a brand new image and make sure the foreground color is black and the background color is white. When those are set, grab the Gradient Tool from the side tool bar. Make sure the Linear Gradient option is selected in the top tool bar and create a gradient on your background by clicking and dragging across the blank canvas. With the gradient created, navigate to the top menu bar and click Filter -- Render -- Difference Clouds. This will create a cloudy effect over your gradient. Then, press Command/Ctrl+I on your keyboard to Invert this cloudy effect.? Now, you'll want to isolate certain bright white areas of your image that appear similar to lightning. Navigate to the top menu bar and click Image -- Adjustments -- Levels. In the dialog box that appears, drag the upper slider from the left to the right to drop the black almost completely. You want only the see the bright white areas turn darker but still remain white in certain parts. Fill in any areas you don't want to be visible with black. Use the Brush Tool to fill in these black areas.? When you're finished with that, move this cloudy effect image over on to another canvas that has another picture on it. Resize the cloudy image as necessary by pressing Command/Ctrl+T.? Once the cloudy effect is in place over the second image, change the cloudy effect's Blend Mode to Screen. This will cause only the bright white part of the cloudy effect to show over the second image. Navigate to the top menu bar and click Edit -- Transform -- Distort to alter the bright white cloudy effect as necessary until it fits with the second image. If you want, you can add a little color to the lightning for added effect. To do this, navigate to the top menu bar and click Image -- Adjustments -- Hue/Saturation.
