But there's a hitch: The program may actually hurt public safety. Critics say the program encourages law enforcement to arrest people not for crimes, but to check their immigration status - creating a void of distrust between the police and the communities they serve. Among those most at risk are undocumented women in abusive relationships, who fear that reporting crimes to the police will lead to their own arrest. The government plans to expand the program to every jail across the country by 2013, and there is no clear way to opt out. Need to Know airs Friday nights on PBS.
