It depends on how you define "at risk." Students can be labeled "at risk" because they are from low income households, or are in foster care for example. Defined broadly, there probably are students labeled as at risk in every school in the US. Personally, I do not like labeling children as at risk because it can turn into a self-fulfilling prophecy and can damage the self-worth of children who are placed in that category. Also, teachers and parents have pre-conceived notions about what it means to be considered at risk, and this can color their perspectives and lead to unfair treatment of and assumptions made about these children.
