It is really hard to find a niche in college. Each time you transfer, it will take some time to find the living situation, coursework, and extra-curricular life that feels like the one you have dreamt of having away from home. That being said, of course you can transfer a third time ... but perhaps consider waiting another semester before making up your mind.
You say that "it still doesn't feel like the right fit for me." This is a very common and human response to a new situation that requires quite a bit of adjusting. I hope you aren't being too hard on yourself. Consider talking to someone in a student development or counseling center. Having an outsider's point of view might help you reconsider some of your expectations and also validate your concerns. The more specific you can be with this person, the better his/her advice will be. Good luck. I know it can be really hard.
