How hard is it to get into UVA if you are an out of state student?

I'm not sure whether being an out-of-state student affects the school's selectivity (although it certainly raises the tuition and fees). U.S. News & World Report rates this school as falling in its "most selective" category with an acceptance rate of 30.1% and an early acceptance rate of 28%.
