Based on the information I was able to find on the Kenai Peninsula Borough School District website, it looks like there are two different pre-k programs offered by the district. The first is a Title I Pre-K program which provides "targeted assistance" to children who, after a developmental screening, are determined to be at risk of struggling in school. The second is a Special Education Pre-K Program for children who are identified as having substantial developmental delays. For this program, children must be at least three years old and eligibility is determined by a developmental screening. For the Title I program, children must be four years old by September 1 order to be eligible.
