Why do just 1 percent of kids get free or reduced lunch?

Student eligibility for free and reduced lunch at Thomas W. Pyle Middle School is determined by household size and income. Information about income guidelines is available on the school district website. A comprehensive overview of the program is also available on the website.

I don't know why more students don't receive reduced lunch, but my guess would simply be that this is the number of students whose families either applied or qualified for the program.
