While it appears that Community Learning Center East is no longer operational, you can search for other schools near you and get a sense of their environments by comparing their "climate scores," an element of each school's Noodle report card which takes into account rates of bullying and harassment. The higher the score, the better the environment. Schools' Noodle profiles also include an "educational quality" score as well as information about student-teacher ratios, both of which can help give you a sense of how likely it is that your son will be able to get special help and attention.

Once you've narrowed down your search, I'd recommend contacting the schools you're considering directly in order to discuss your son's situation and to ask questions about the overall environment, bullying, etc. You might also find it helpful to browse Noodle's articles and advice on bullying and on finding a school.
