Great question! First step would be to draw a number line with zero in the middle, positive numbers to the right and negative numbers to the left. Because the problem says "less than or equal to", one would draw a filled in circle at the point of -4 on the number line. This is because the solution can be equal to -4. One would then proceed to fill in all the numbers less than -4. In other words moving left of negative -4 drawing in -5, -6 and so on and so forth. Be sure to end with an arrow, as the solution can even be -10000 (which is off your number line)!
